Press conference in Q4 of 2026: the launch of the MOVE website and the publication of our commissioned research. Media only. Event details

Working with MOVE

We are independent, non-profit, and ever ready to engage with stakeholders.

Reviewed 23 October 2026

In brief

  • We are a consumer body with no commercial stake in any product. As an independent organisation with no profit motive, we are able to engage with government agencies, including at the ministry level, on developments in regulation on vaping in Malaysia.
  • We have brought trade bodies and officials into the same room on specific proposals, including during the 2022 public debate over the Generational End Game proposal.
  • The independent study we commissioned, “Malaysia’s Vape Ban: At the crossroads of public health and the black market”, is targeted for publication in Q4 of 2026. We believe the findings and insights will be useful in the conversation.
  • Briefings can be arranged and can be on the record if you prefer.

What we can put in front of you

A consumer read on a draft rule

Before a rule is rolled out, it is worth knowing what people will do about it. We can tell you what our community reports on price, availability and switching, and where people go when a legal option disappears.

The industry in one room

We organise engagement between stakeholders and bring the parties to policymakers. Manufacturers, distributors and retail associations do not always agree with each other. A conversation chaired by a consumer body can be more strategic than separate meetings.

Written briefings

We write short notes on specific questions, for example: what a restriction would mean for compliant retailers, what the evidence says on a claim, or how a measure played out elsewhere.

Our advocacy so far

  1. November 2017

We joined the consumer panel “The Search for Less Harmful Alternatives: Consumers’ Perspective” at the first Asia Harm Reduction Forum, held in Jakarta on 8 and 9 November 2017.

  2. September 2018

We co-formed #VapersBeHeard with vaper groups from the Philippines, Thailand and Indonesia.

  3. 2022

We submitted a memorandum of objection at Parliament against the Generational End Game bill, and appeared on the Astro AWANI panel “Dialog Tiga Penjuru”, episode “Generasi Penamat Rokok”, on 30 June 2022. The recording is online.

  4. 10 May 2023

We spoke at the Innovation Summit Southeast Asia 2023, at the Asia School of Business in Kuala Lumpur, under the theme “Moving the Needle”, on excise duty and the case for regulation rather than prohibition. The summit was hosted by the Center for Market Education together with the Property Rights Alliance and the Tholos Foundation.

  5. August to November 2025

We campaigned for the petition “Kekalkan Vape Secara Sah di Malaysia: Kawal Selia, Bukan Haramkan”, which reached 101,616 signatures as at 11 November 2025 (archived copy; the original page has since been taken down). We sought to present it, with a memorandum, to the Deputy Prime Minister’s office; the handover did not take place.

The 2017 forum panel and the 2018 formation of #VapersBeHeard are both recorded by SEATCA. SEATCA’s industry-monitor profile of MOVE is answered on The case against us. You can also read about our decade of work.
